Architectural Change Request FAQs

When do I need to submit an Architectural Change Request Form?

You must submit an Architechural Change Request form for ANY changes, additions or deletions you would like to make to the exterior of your personal property, including decks, fences, sheds, flower and landscaping beds, tree removal or planting, patios, hot tubs, privacy walls etc.  Anything that changes the existing footprint and design of the developer must be approved by the ARC before you can proceed.  

What do I need to make sure I include to ensure my ARC request is reviewed and approved?

Requests will not be reviewed or approved until all applications include, 1) the ARC change request application form, 2) county permits if applicable, 3) specific names of all contractors doing work and proof of licensing and bonding  in Baltimore County, 4) pictures, plans, and layout of proposed changes, additions, or deletions, 5) schedule of work, 6) copy of PLAT map for the property showing specific location of work.

Why do I need to include a PLAT of my property in the ARC request application?

Baltimore County has strict rules about what homeowners can add to their existing structure on their properties.  Any structures built on a lot may not exceed a certain percentage of structure vs natural land on that lot (pervious vs inpervious space) to allow for proper water flow and run-off on a property.  Providing the ARC with a copy of your specific plat map and a diagram of the work dimensions on that plat map will allow them to ensure we are in compliance with the county guidelines.  

Where do I find a copy of the ARC change request form?

The ARC change request form can be found on the last page of the most recently published ARC committee guidelines document posted above.  

Where do I find a copy of my specific lot Plat map?

All homeowner's receive a copy of their lot plat map with their documents when they purchase their property.   Each plat is specific to your property and draws to scale your land size, boundaries, easements, etc.  If you have misplaced your specific property plat map, you may obtain a copy from Baltimore County department of land records, or you may go to this website and register an account to get a copy of your plat:  https://mdlandrec.net/main/.   You must know your plat number to retrieve your plat online on this website.   Your plat book and page number is listed on your property deed.  You must first register for an account when you click on the link above.  Once you are registered, you can log in and retrieve a copy of your deed by selecting your county, going to individual search,  typing in your last and first name in the individual grantor box, and searching.  Then, select deed to view and print.  If you already have a copy of your deed and plat number, you can return to the home page on this site, click directly on the link  plats.net,  put in your plat number, select your accession number, and a copy of your plat will be available for you to print.  

What are the penalties for not receiving proper written approval from the ARC before making changes?

All homeowners  legally commit to abide by the covenants and by-laws of Quiet Waters HOA when they purchase their property.  Failure to follow the proper procedures and receive written approvals before making any changes, additions, or alterations to the structure and appearance of the outside of your property can result in additional fees, fines, removal of additions at the owner's expense, or ultimately a lien placed on the property that would prevent future sale until the proper approvals and modifications requested by the ARC are satisfied.
